使用以下BICEP文件批量创建100+Service Bus主题时，Azure DevOps管道触发长度超限警告：

尝试通过嵌套循环拆分主题列表，但BICEP不支持此类嵌套循环写法，无法解决问题。

可行解决办法 #

1. 改用参数文件传递主题列表 #

将主题数组写入独立的JSON参数文件，绕过环境变量的长度限制：
