    ->select(['coupon_id'])
    ->where(['in', 'category', $category_id])
    ->column();

方法二：更简洁的写法（省略select） #

column()方法可以直接接收列名作为参数，所以你甚至不用写select()：

$get_coupon_ids = Coupon_categories::find()
    ->where(['in', 'category', $category_id])
    ->column('coupon_id');

[13,14,15]

另外补充个小知识，如果是Yii 1.x版本（看你的代码应该是用Yii 2，不过还是提一下），可以用CHtml::listData()实现类似效果：
