Windows 11环境下安装OCI CLI时进程卡住求助

我在全新Windows 11系统中，按照OCI官方指南安装OCI CLI，安装进程在输出VERBOSE: Arguments to python script: "C:\Users\keega\AppData\Local\Temp\tmpC2B9.tmp"后停滞不前。完整安装输出如下：
