Python中or运算符需要连接完整的比较表达式，你写的if method == "Tax" or "tax" or "TAX"等价于if (method == "Tax") or ("tax") or ("TAX")，而非空字符串在布尔判断中为True，所以这个条件永远成立，不管method的值是什么。同理，后面的条件判断和错误分支也存在同样的逻辑错误。

另外还有两个小问题：

• 代码中使用了未定义的message变量，运行会报错
• quit是内置函数，需要加括号quit()才会执行退出操作
