你当前的Manifest代码使用了<ExtensionPoint xsi:type="OfficeTab">，这个类型是用来修改Word内置标签（如Home、Insert），比如在现有标签下添加自定义组。如果要创建全新的自定义标签，必须将ExtensionPoint的类型改为CustomTab，同时移除嵌套的<OfficeTab idMso="TabHome"...>节点——这个节点是给内置标签修改用的，自定义标签不需要它。
