.htaccess GET参数生成友好URL失效问题求助

现有三个动态URL：

https://website.net/jobs/country.php?country=switzerland
https://website.net/jobs/state.php?country=switzerland&state=bern
https://website.net/jobs/state.php?country=switzerland&state=bern&city=17462

期望转换为：

/jobs/switzerland 
/jobs/switzerland/bern/
/jobs/switzerland/bern/17462/

此前编写的规则完全无效：

网站基于MyBB论坛，已有大量重写规则，即使在全新.htaccess中单独配置也无法生效，现有完整规则见下文。

错误原因分析 #

1. 正则匹配错误：原规则用([0-9]*)匹配国家名称，但目标国家名是字母组合（如switzerland），数字正则无法匹配有效内容
2. 路径结构不匹配：原规则匹配^jobs/country/...，但期望的目标URL无中间country路径，结构完全不对应
3. 缺少301重定向：仅做了内部重写逻辑，未将旧动态URL跳转到新URL，搜索引擎无法识别新的SEO友好地址，也无法传递权重

解决方案 #

1. 正确的重写规则（内部映射+301跳转） #

需要同时实现两类规则：内部重写（让服务器识别新URL对应旧脚本）和301重定向（将旧动态URL跳转至新URL）。

将以下规则放在MyBB默认重写规则的最顶部（<IfModule mod_rewrite.c>代码块内的第一位置）：
