Windows10下CustomTkinter应用标题栏颜色修改失败求助

DWMWA_TITLE_COLOR（属性值19）是Windows 11及以上版本才新增的桌面窗口管理器（DWM）属性，Windows 10系统完全不识别这个参数，所以你调用DwmSetWindowAttribute不会产生任何效果。

1. 窗口句柄获取错误
   你用windll.user32.GetParent(app.winfo_id())获取HWND是错误的——CustomTkinter的app.winfo_id()直接返回顶层窗口的句柄，调用GetParent会拿到错误的窗口句柄，导致DWM调用失效。

2. 颜色格式不匹配
   即便在支持该属性的系统中，DWM要求的标题栏颜色是BGR字节序的COLORREF格式，你写的0x0000FF是RGB格式的蓝色，实际会显示为红色（BGR顺序为蓝、绿、红，0x0000FF对应蓝=0、绿=0、红=255）。
