VS2022中Android设备/SDK管理器下载失败：无法建立SSL/TLS安全通道信任关系

使用Visual Studio 2022时，无法完成Android设备的创建、更新操作，也无法下载任何Android SDK包。在Android Device Manager创建设备、Android SDK Manager下载/更新SDK内容时均会失败，弹出以下SSL/TLS证书验证错误：

[23-11-22 11:26:46.25] System.Net.Http.HttpRequestException: An error occurred while sending the request. —> System.Net.WebException: The underlying connection was closed: Could not establish trust relationship for the SSL/TLS secure channel. —> System.Security.Authentication.AuthenticationException: The remote certificate is invalid according to the validation procedure.

已尝试以下解决步骤，但均无效：

• 在注册表中禁用TLS 1.3
• 重新安装Visual Studio
• 将Visual Studio更新至最新版本
• 将Device Manager、SDK Manager和adb.exe添加至Windows防火墙“允许应用”列表

当前使用的软件版本：

• Visual Studio Professional 2022 V17.8.0.23
• Android Device Manager v17.8.0.23
• Android SDK Manager v17.8.0.31

VS2019及对应管理器可正常操作，但因项目需要VS2022支持的最新SDK版本，必须解决该问题。已向微软反馈但未获得有效解决方案，恳请提供修复方法。
