用clang-format实现微软风格的函数格式（单参数强制分行、返回值限定符逐行）

需求说明

需要实现微软头文件的代码格式，核心要求：

返回值类型的每个属性/限定符（如static、inline、SAL宏）单独占一行；
每个函数参数（即使只有一个）单独占一行。

已尝试Stack Overflow现有方案，均无法解决，使用clang-format 17版本测试，多参数函数格式正常，但单参数函数无法强制分行，调整ColumnLimit为0或1也无效果。

解决方案：调整clang-format配置

修改以下配置项，强制实现需求格式：

QualifierAlignment: Break：将每个类型限定符（static、inline等）单独拆分为一行，满足返回值属性逐行的要求。
PenaltyBreakParameterDeclaration: 10000：大幅提高参数声明换行的优先级，即使单参数也强制分行。
添加ColumnLimit: 0：禁用列宽限制，避免clang-format因单行能容纳参数而不换行。

static、inline、返回类型bool分别单独占一行；
