问题背景 #

我们的解决方案包含多个WiX 3项目，旧式csproj文件中导入Wix.CA.targets时，会导致dotnet restore、dotnet test等命令执行失败。由于新版本Paket依赖dotnet restore，且仓库需要引入.NET 8项目，因此该命令必须正常运行。

经确认，Wix.CA.targets在包还原和单元测试环节并无实际作用，项目实际构建仍通过VS或MSBuild完成，因此希望通过在.csproj中添加条件判断，当检测到是dotnet命令加载项目时，跳过对Wix.CA.targets的导入。

解决方案 #

可以通过MSBuild的内置属性判断当前是否由dotnet命令执行，进而条件性导入Wix.CA.targets。具体修改如下：
