• 检查deployment.toml文件是否损坏，确认文件权限正常（默认配置本身无问题）
• 确保APIM启动时，内置的Key Manager服务（基于WSO2 IS）正常初始化
• 清理APIM安装目录下的tmp和work文件夹，重新启动以避免缓存的旧配置干扰
• 如果是版本已知问题，可升级到对应修复版本（你日志里的jar包版本对应APIM 4.x系列，可查阅官方补丁）
