DAX度量筛选业务领域时无新入职月份显示空白问题

Date表与Staffmaster表基于Start Date建立关系，当通过业务领域切片筛选时，Power BI会通过该关系自动过滤Date表——仅保留存在该领域员工入职（即Start Date落在当月）的月份。无新入职的月份会被排除出Date的筛选上下文，导致计算MAX('Date'[End of Month])时取不到有效值，最终度量返回空白。

1. 移除冗余分支：原度量的IF(ISFILTERED)判断完全多余，'staffmaster'[Business Area] IN VALUES(...)在无筛选时会自动匹配所有业务领域，无需单独分支处理。
2. 固定月末日期计算：通过CALCULATE(MAX('Date'[End of Month]), ALL('staffmaster'))获取当前月份的月末日期，彻底解除Staffmaster筛选对Date表的影响，确保所有月份都能拿到有效月末值。
3. 保留业务领域筛选：VALUES('staffmaster'[Business Area])会自动继承切片的筛选条件，确保只统计指定领域的在职员工。
