OSGi Bundle未启动求助：Eclipse插件构建失败排查

我正在构建一个Eclipse插件，此前仅在GitHub的CI服务器上遇到该问题，本地桌面并无异常，但现在本地也出现了该问题。

报错信息如下：

我已在控制台检查该Bundle状态，显示如下，但仍不知问题所在：
