Android 11中ActivityCompat.requestPermissions自动拒权无弹窗问题

问题根源 #

在Android 11（API 30）中，系统对位置权限的请求有严格的顺序规则：不能同时请求前台位置权限（如ACCESS_FINE_LOCATION）和后台位置权限（ACCESS_BACKGROUND_LOCATION）。你的代码一次性将两个权限加入请求列表，违反了该规则，导致系统直接拒绝请求，不会弹出授权对话框。

解决方案 #

需要分两步请求权限：先获取前台位置权限，用户同意后再请求后台位置权限。
