• 将我的IP地址添加至Azure防火墙规则
• 在本地防火墙规则中添加端口1433
• 使用Microsoft.Data.SqlClient而非System.Data.SqlClient
• 在代码中添加ServicePointManager.SecurityProtocol配置
• 在代码中添加WebRequest.DefaultWebProxy.Credentials配置

但仍收到错误：

建立与SQL Server的连接时出现网络或实例错误，服务器未找到或不可访问。(TCP提供程序:等待操作超时)
