Cloud Functions部署失败（Cloud Runtime Config异常）的额外排查方案

以下是除你已尝试操作外的可行解决步骤：

降级firebase-tools版本
当前使用的13.11.2可能存在兼容性问题，尝试降级到前一个稳定版本（如13.10.0）：
```
npm install -g firebase-tools@13.10.0
```
完成后重新执行部署命令。
改用gcloud命令直接部署
绕开firebase-tools的封装层，用Google Cloud原生命令部署：
```
gcloud functions deploy api --runtime nodejs20 --trigger-http --project 你的项目ID
```
注意替换nodejs20为你实际使用的运行时版本，你的项目ID替换为Firebase项目对应的GCP项目ID。
手动检查并重置Runtime Config资源
即使控制台无异常提示，也可手动排查Runtime Config状态：
1. 列出所有Runtime Config配置：

gcloud runtime-config configs list
```
2. 若发现异常配置项，先备份后删除：

gcloud runtime-config configs delete 配置名称

3. 重新部署函数，系统会自动重建所需的Runtime Config资源。
清除firebase-tools本地缓存
本地缓存损坏可能导致异常，执行缓存清理后重新登录：

firebase clear
firebase login
```
之后再次尝试部署。
验证账号权限
确认当前登录账号拥有Cloud Runtime Config Admin或更高权限（如项目Editor角色），权限不足可能导致部署时无法访问Runtime Config服务。
