关于PayPal延迟捕获金额超限（MAX_CAPTURE_AMOUNT_EXCEEDED）的咨询

延迟捕获资金场景下，支付网关普遍遵循115%金额上浮的行业标准，PayPal官方文档也多次提及该规则。但我们的系统触发了如下错误：

MAX_CAPTURE_AMOUNT_EXCEEDED：Capture amount exceeds allowable limit. Please contact customer service or your account manager to request the change to your overage limit. The default overage limit is 115%, which allows the sum of all captures to be up to 115% of the order amount. Local regulations (e.g. in PSD2 countries) prohibit overages above the amount authorized by the payer.

更奇怪的是，哪怕捕获金额仅比授权金额多出1便士，也会触发这个错误。

我们是食品零售行业，部分商品从下单到发货时重量会增加，因此需要调整支付金额（该条款已纳入我们的服务条款）。在编写代码 workaround 前，我想确认两个问题：
