依据W3C XML Schema 1.0规范：

1. 基础测试场景：当扩展一个混合类型且未添加新的内容模型时，扩展后的类型应隐式继承mixed="true"属性。因此xmllint的验证结果符合规范，Python xmlschema库的报错属于实现偏差。
2. 扩展内容测试场景：扩展混合类型时，如果添加了新的内容组，必须显式在扩展的complexType中声明mixed="true"，否则会因基础类型为混合、扩展内容组为元素-only的内容类型冲突导致Schema编译失败。此时两个验证器的报错均符合规范。
