核心问题出在os.makedirs(file_path, exist_ok=True)这一行：os.makedirs是用来创建文件夹的，你把目标文件的完整路径（包含.txt后缀）传给它，导致程序先创建了一个和目标文件同名的文件夹。之后再尝试创建同名文件时，系统会因为该名称已被文件夹占用而触发权限/文件冲突错误。

修正步骤：

1. 删除os.makedirs(file_path, exist_ok=True)这一行（OneDrive桌面路径肯定存在，无需创建）；如果是自定义的未知路径，可改为创建文件的父目录：os.makedirs(os.path.dirname(file_path), exist_ok=True)
2. 用f-string简化字符串拼接，提升代码可读性
3. 去掉多余的file.close()——with open()语句会自动关闭文件
