各位好，我最近在Google Cloud Platform项目里启用Compute Engine API时碰了个棘手的问题——不管是在Cloud控制台里操作，还是用gcloud命令行工具尝试启用，都会收到下面这个错误提示：

Error in service 'compute.googleapis.com': The service is currently being deactivated and deactivation must complete before activation can occur.

我已经等了挺长时间，想着停用流程可能需要一段时间跑完，但直到现在问题还是没解决。另外我也检查了自己的IAM权限，确认拥有启用API所需的权限。

这个问题应该是在我执行terraform destroy操作、禁用了Compute Engine API之后出现的。

有没有同行遇到过类似的情况？求支招怎么解决这个问题！
