Spring Boot Kotlin项目执行spring-boot:run时all-open插件未找到

我通过Spring Initializr创建了一个全新的Spring Boot项目，下载后未做任何修改，执行spring-boot:run命令启动时出现如下报错：

[ERROR] Failed to execute goal org.jetbrains.kotlin:kotlin-maven-plugin:1.9.25:compile (compile) on project FlaPo2: Plugin not found: all-open -> [Help 1]

添加的依赖包括：

• Spring Web
• Spring Data JPA
• Docker Compose Support
• Spring DevTools
• Spring Security

已尝试修改插件版本，网络连接正常，同一机器上其他Spring Initializr创建的项目可正常运行。

环境信息：

• Java版本：21.0.4
• Maven版本：3.6.3
