RTX 4090启用ILGPU.EnableAlgorithms报错，需用Math.Atan2求解决

• 严格匹配库版本：确保ILGPU与ILGPU.Algorithms的NuGet包版本完全一致，版本不匹配会直接导致设备识别逻辑冲突。
• 指定CUDA架构：RTX 4090属于SM_89架构，部分ILGPU.Algorithms版本未默认适配，手动添加架构支持：
