升级Jira插件至9.x后执行atlas-debug遇类缺失错误

1. 强制锁定amps-dispatcher-maven-plugin版本 #

控制台仍检测到8.1.2版本，说明依赖传递中拉取了旧版本，需在pom.xml显式声明插件版本：

3. 彻底清理本地缓存残留 #

• 手动删除本地Maven仓库中~/.m2/repository/com/atlassian/maven/plugins/amps-dispatcher-maven-plugin/8.1.2目录
• 执行atlas-mvn dependency:purge-local-repository -DmanualInclude=com.atlassian.maven.plugins:amps-dispatcher-maven-plugin，精准清理该插件的本地依赖

4. 验证Atlassian SDK版本匹配 #

执行atlas-version查看本地SDK版本，确保其对应AMPS 8.16.0（SDK版本与AMPS版本存在对应关系，若SDK版本过旧，需升级SDK至匹配版本）
