Azure Agent SSL连接问题：远程主机强制关闭现有连接

• Windows Server已从10升级至11，同步更新了TLS证书，已确认当前使用TLS 1.2，SSL功能正常，服务器可正常访问Azure DevOps。
• 安装新代理时仍触发SSL连接错误，执行start/setup.cmd重启或移除代理均无效果，错误信息如下：

System.Net.Http.HttpRequestException: The SSL connection could not be established, see inner exception.

• 此前通过.cmd文件重启代理从未出现该SSL问题，已尝试所有能想到的解决方法，如需更多细节可提供；尝试过重装并停止代理，试图移除旧代理建立新连接，但问题仍未解决。
