UWP应用添加broadFileSystemAccess权限失败的技术咨询

我曾成功开发具备磁盘访问权限的Silverlight应用，近期开发UWP应用时，尝试添加broadFileSystemAccess权限却屡遭失败，具体尝试过程及报错如下：

第一次尝试配置 #

在清单中添加如下配置：

    <Capability Name="broadFileSystemAccess" />
</Capabilities>

出现验证错误：

Error Validation error. error C00CE014:
App manifest validation error: The app manifest must be valid as per schema: Line 35, Column 6, Reason: The element

第二次尝试配置 #

将配置改为：

    <DeviceCapability Name="broadFileSystemAccess" />
</Capabilities>

出现应用注册失败错误：

Severity Code Description Project File Line Skip Status Error DEP0700: Application registration failed.
[0x80073CF6] Package could not be registered. (Exception from HRESULT: 0x80073CF6) 2017uwp_run_allow

后续尝试的错误 #

后续添加权限仍报错，错误信息如下：

请问是否只有微软在审核应用源码后，才能注册或签名具备broadFileSystemAccess权限的应用？
